The House of Representatives has given its approval on a new bill asking for the creation of a ‘superhighway’ that will connect the Bicol Region and five other provinces.

House Bill (HB) 10335, which was approved on its third and final reading on Tuesday (November 23), will provide for the building of a “national superhighway that will connect the Bicol Region and the provinces of Quezon, Aurora, Quirino, Isabela, and Cagayan shall be constructed.”

According to the bill, the Department of Public Works and Highways (DPWH), the local government units (LGU) involved, and the Department of Budget and Management (DBM) will be working together to realize the project.

“The Department of Public Works and Highways (DPWH), in coordination with the appropriate provincial, city, and municipal governments and the Department of Budget and Management (DBM), shall take charge of the implementation of this Act,” the bill said.

“The amount necessary to defray the cost of undertaking and completing the feasibility study and detailed engineering design for this project and other activities related thereto shall be included in the General Appropriations Act (GAA). Thereafter, the Secretary of DPWH shall include in the Department’s program the construction of said road, the funding of which shall likewise be included in the GAA,” the bill explains further.

HB 10335 replaced HB 5269 filed by Quezon 3rd District Representative Aleta Suarez in 2019. It was deliberated upon by the House’s Southern Tagalog Development and Appropriations committees in the 16th Congress.
